This is a two-layer lotion. I bought it because a flight attendant recommended it, and it was a hit. I have dry skin, but since using this, it hasn't been dry. Everyone should buy this!!! I seriously can't feel at ease without it in the winter! I carry it in my bag wherever I go! If you spritz it frequently when you're going out for the day, your skin won't dry out at all!
