I can safely use it before applying makeup. I thought it might be a little pricey, but it's great value for money! Did I notice any visible changes to my skin after using it? No. I don't think it changes that quickly, so I'm OK with it. What I like about it is that it's light yet moisturizing. It keeps my skin moisturized until the afternoon, but it doesn't cause any flaking or interfere with my makeup, so I think it's excellent. It's a great ally during the dry season we're in, but I thought it might be a bit sticky in the summer, and I haven't noticed any firming or lifting effect yet, so I gave it a minus two. However, I'm very happy with the moisturizing effect and the fact that it doesn't interfere with my makeup.
